Progress is stirred by passion but sewn by vision. Here's a scant outline for a municipal film exhibition/incubation program that could replace film festivals:


  • Calls itself a film perpetuum

  • Operates on a rolling basis (i.e., all year round)

  • Features talks with film thinkers and microbudget filmmakers (emphasis on auteurship)

  • Hosts workshops run by local filmmakers

  • Programs 85% local work

  • Rotates programming staff periodically

  • Partners with theater chains and local businesses

  • Conducts contests for youth filmmakers

  • Shares its selection criteria publicly

  • Maintains a casual dress code

  • Accommodates underrepresented voices and ideologies

  • Networks with alike film perpetuums in other cities

  • Provides free admission for children

  • Supports what is right more than what is merely good


Anyway, just some ideas from a lowly filmmaker well-aware of his limited power and influence.
