Progress is stirred by passion but sewn by vision. Here's a scant outline for a municipal film exhibition/incubation program that could replace film festivals:

Operates on a rolling basis (i.e., all year round)
Features talks with film thinkers and microbudget filmmakers (emphasis on auteurship)
Hosts workshops run by local filmmakers
Programs 85% local work
Rotates programming staff periodically
Partners with theater chains and local businesses
Conducts contests for youth filmmakers
Shares its selection criteria publicly
Maintains a casual dress code
Accommodates underrepresented voices and ideologies
Networks with alike film perpetuums in other cities
Provides free admission for children
Supports what is right more than what is merely good
Anyway, just some ideas from a lowly filmmaker well-aware of his limited power and influence.
